The seller's current property-tax bill may be accurate for the seller and still be the wrong number for your mortgage plan.

Taxes affect the monthly payment and, when escrow applies, cash collected at closing. As a Jacksonville wholesale mortgage broker, I want a reasonable tax estimate in the file before the offer—while there is still time to adjust the price, cash plan, or property search.

Why the seller's tax bill may not be your bill

A longtime owner may have exemptions and Save Our Homes benefits tied to that owner's history.

The Florida Department of Revenue explains that after a change in ownership, the property appraiser removes the previous owner's exemptions and reassesses the property so assessed value equals just value. That takes effect January 1 after the purchase. Its guide for first-time Florida homebuyers also says the prior owner's benefits can remain for the rest of the calendar year in which the sale occurs.

In plain language, the public tax bill can reflect the seller's past—not the buyer's future. Do not simply divide the current bill by 12 and treat it as the permanent monthly tax number.

How property taxes affect preapproval

Property taxes are part of the housing-payment review. An annual estimate is generally converted to a monthly amount, then considered with principal, interest, insurance, mortgage insurance if applicable, and HOA, condo, or CDD charges.

The qualifying figure depends on the property, documentation, loan program, lender, timing, and underwriting requirements. The CFPB escrow overview notes that taxes can change from year to year, so the escrow portion of the payment can change too.

How to estimate Duval County property taxes

Start with the full address or parcel information. Duval County properties can fall in different tax districts and millage. Review the public record for just value, assessed value, taxable value, exemptions, and tax history, but remember that it describes the seller's bill.

Next, use the Duval County Property Appraiser tax estimator. It calculates estimated ad valorem taxes using the selected district, an entered taxable value, and the last certified tax rate. The estimator says its results do not include exemptions or discounts, so it is a planning tool—not a bill or guarantee.

Also check non-ad valorem assessments. The Duval County Tax Collector says these are service charges and may include items such as CDD fees. Review the tax record and association disclosures, then send the address, price, occupancy, and association details to the mortgage broker. I cannot set the assessed value, millage, exemption eligibility, or final bill.

Homestead exemption and portability

An eligible owner who makes the property a permanent residence may apply for a Florida homestead exemption. The Duval County Property Appraiser says the seller's exemption does not transfer; an owner must own and occupy the home as a permanent residence on January 1 to qualify for that tax roll. The standard timely filing deadline is March 1. Confirm current requirements directly with that office.

Moving from a prior Florida homestead? You may qualify to transfer some accumulated Save Our Homes assessment difference. Portability is separate from the new homestead application. Mention it early, but do not build an approval around an undocumented benefit.

Why the payment can change after closing

The Closing Disclosure can include tax prorations, prepaids, and an initial escrow deposit. Those calculations do not freeze the future assessed value or bill.

An early bill may still reflect the prior owner's history. After reassessment, a higher bill can create an escrow shortage. Principal and interest may stay the same while the total payment changes.

Jacksonville buyer and Realtor checklist

Before the offer:

  • Send the property address and proposed price to the mortgage broker.
  • Review the official record, correct tax district, and a reasonable value assumption.
  • Check HOA, condo, CDD, occupancy, and other payment details.
  • Flag a prior Florida homestead and possible portability.
  • Keep a payment cushion instead of qualifying to the last dollar.

After acceptance, send every contract document to the mortgage team. Review the disclosed tax estimate, cash to close, prorations, and escrow items. Realtors can protect the referral by sharing parcel and association details early—and never presenting the seller's bill as the buyer's future bill.

Will my Jacksonville property taxes equal the seller's taxes?

Not necessarily. The seller's exemptions and ownership history may lower that bill. A change in ownership generally leads to reassessment on the following January 1.

Does the purchase price become the new assessed value?
