Jacksonville HOA and CDD Fees: 2026 Mortgage Preapproval Guide

A Jacksonville listing can look affordable until the HOA dues and Community Development District assessments enter the calculation.
Those costs do not automatically make a home a bad choice. They do mean the preapproval needs to reflect the actual property instead of a payment based only on price, down payment, and principal and interest.

Do HOA and CDD fees affect mortgage preapproval?
Yes. Required housing expenses can affect both the payment you need to budget for and the debt-to-income calculation used in underwriting.
For conventional loans, Fannie Mae's current guidance says the monthly housing expense includes real estate taxes, homeowners and supplemental property insurance, mortgage insurance, association or project dues, and other proposed housing expenses: Fannie Mae monthly housing expense guidance.
Other loan programs and lenders have their own requirements, but the practical rule is the same: disclose the property costs early and let the selected loan path determine how they must be documented and calculated.
HOA dues and CDD assessments are not the same thing
HOA dues
A homeowners association is generally a private association that manages community rules, services, amenities, or shared property. Dues may be charged monthly, quarterly, or on another schedule.
The Consumer Financial Protection Bureau explains that HOA dues are usually paid directly to the association instead of being included in the payment sent to the mortgage servicer. They still belong in the buyer's housing budget: CFPB guidance on HOA dues.
CDD assessments
A Florida CDD is a special-purpose local government created under Chapter 190. A district may finance and manage community infrastructure and facilities and may levy taxes or assessments under its authority: Florida Statutes Chapter 190.
CDD costs may appear on the property tax bill as non-ad valorem assessments, but never rely on the listing description alone. Review the actual parcel, current tax bill, district records, and available disclosures. A neighborhood name is not enough because amounts and obligations can differ by property.
Some Jacksonville-area homes have an HOA, a CDD, both, or neither.
Build the payment with the correct property costs
Before deciding what a home fits, review:
- Principal and interest
- Property taxes, including applicable assessments
- Homeowners and supplemental property insurance
- Flood insurance when applicable
- Mortgage insurance when applicable
- HOA, condo, or project dues
- Other required housing expenses

What to verify before making an offer
Ask for property-specific information instead of relying on a community average.
HOA questions
- What is the current dues amount and payment schedule?
- Is participation mandatory for this property?
- Are any increases or special assessments already approved or under discussion?
- Are there buyer charges, capital contributions, transfer charges, or setup charges?
- For a condo or townhome, are there project documents the lender will need?
CDD questions
- Is the parcel inside a CDD?
- What CDD amounts appear on the current tax bill?
- Are there separate district charges or notices to review?
- Does the current payment estimate already include the assessment?
- Where can the buyer obtain the district budget, public records, and disclosure information?
For new construction, review the builder worksheet, estimated tax bill, HOA documents, and CDD information together. A builder incentive does not replace an accurate full-payment review.
Why Realtors should send HOA and CDD details early
The cleanest time to solve a payment issue is before the offer.
When a Realtor sends the address, HOA amount, current tax record, CDD information, insurance estimate, and any known assessment details early, I can update the housing expense and confirm whether the offer range still works.
This matters when a buyer compares two similarly priced homes. One may have a higher required community cost but include amenities the buyer values. The other may have a lower fee structure but different insurance, tax, commute, or maintenance costs. The right comparison is the full payment and the buyer's priorities, not the list price alone.
Documents to keep for the mortgage file
Depending on the property and loan path, the lender may need:
- Current HOA or condo dues statement
- Association contact or management information
- Current property tax bill
- CDD disclosure or district assessment information
- Special assessment notices when applicable
- Homeowners and flood insurance quotes
- Purchase contract and relevant addenda
